Many firms had only just made the transformation to the multidivisional structure. In Britain, then, the most common organisational challenge facing the reorganisers of large-scale enterprise was to transform the holding company into a multidivisional type of structure. This involved the building of a large general office, with extensive general service and financial staffs and the development of new sets and types of operating controls and planning techniques. These firms had to meet much the same type of problems and challenges faced by the organisational innovators at General Motors in 1921- the response to which I have analysed in detail in Strategy and Structure.

So in the 1960s and 1970s the managerial enterprise began to replace personal and entrepreneurial enterprise as rapidly as it had 50 years earlier in the United States.
